Essential FUNCTIONS AND DUTIES include the following. Other duties may be assigned as dictated by operational necessity.
  • Process, transport, and maintain control, custody, and security over the inventory of evidence that comes under the purview of the Punta Gorda Police Department. Handles all paperwork processes in regards to said inventory of evidence;
  • Process, order, transport, and maintain control, custody, and security over the inventory of property that comes under the purview of the Punta Gorda Police Department Quartermaster. Handles all paperwork processes in regards to said inventory of property;
  • Provide for the disposal of evidence and property according to law. Maintain the cleanliness of the evidence areas due to entry restrictions;
  • Respond to crime scenes and department operations and provide on-scene technical assistance in processing a crime scene;
  • Provide investigative analysis and clerical assistance supporting police detectives with their criminal investigations;
  • Safely operate a department vehicle to respond to crime scenes and/or transport evidence; and
  • Provide testimony on an incident as may be required by the court.

KNOWLEDGE / SKILLS / ABILITIES:
  • Knowledge of the processes required to secure and establish custodial control over crime scene evidence including but not limited to crime scene photography and sketching, foot, tool, and tire impression processing, death scene processing, fingerprint processing, the collection, preservation, and submission of physical evidence, including biological materials, and blood spatter analysis. Ability to complete comprehensive reports detailing crime scene activities;
  • Knowledge of inventory control methods necessary to ensure that the chain of custody requirements for crime scene evidence are met including but not limited to security and safeguards of the evidence storage areas, laws governing operations of the property room, and conducting research for final disposition of property. Properly destroying items from the property room, property room transfers, procedures and chain of custody, court room testimony, and packaging and storage to maximize results for various testing processes are included;
  • Knowledge of Quartermaster inventory control methods necessary to ensure proper processing, ordering, transporting, record keeping, control, custody, and security over the inventory of property that comes under the purview of the Punta Gorda Police Department Quartermaster. Knowledge of the procedures for the disposal of property in accordance with the law;
  • Knowledge of criminal trends and illegal activities with the ability to process this information utilizing both internal and external systems. Ability to decipher intelligence information pertaining to serious crimes with the ability to conduct basic analysis of this data. Ability to search records and come to a competent conclusion. Ability to effectively report findings to investigative team in verbal or written form.
  • Skills in the operation of various types of office equipment. Must be able to utilize an office personal computer and have strong computer skills;
  • Ability to focus clearly on details;
  • Ability to articulate clearly both orally and in writing in a professional manner;
  • Ability to prioritize, effectively manage work time, and arrange schedules;
  • Ability to exercise sound judgment with average supervision and oversight;
  • Ability to multi-task;
  • Ability to work under stressful situations and keep calm in difficult situations.
EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:
  • Graduation from an accredited college or university with an Associate’s Degree in Crime Scene Technology, Forensics, or Criminal Justice (with an emphasis in Crime Scene Technology or Forensics) or a related field or completion of a Certificate program in Crime Scene Technology or related field and two years of experience in lieu of degree.
  • Any combination of education and experience which provides the requisite knowledge, skills and abilities.
  • Must possess a valid Florida driver's license.
  • Completion of a Property and Evidence Management Course desired; but not required.
  • Completion of a Crime Analysis Course desired; but not required.
